Would I be aloud to use PHP for my game...just to help with the networking mysql etc.

PHP would make my life easier, but, I managed without it last time, so I would probably manage again.

According to the rules: "This is a Python programming challenge, but that doesn't preclude the use of supporting languages", so I think it's ok.

Yes, well, the "supporting languages" bit is really intended to provide leeway for someone who needs Javascript in their Python web app, or C modules for optimisation. That is, to allow languages that occupy a different problem space than Python. PHP occupies the same problem space (well, a subset of the Python problem space anyway ;)

Consider this an opportunity to expand your toolset :)
