I think—it used to be true and still is, as far as I know—that first time users can’t enter until a month before the competition starts. Also, for some reason, I can’t register an entry from discussion pages.

Oh, what?! That is definitely a bug.

Yes, you cannot create a new user account outside of the competition period. It's 45 days now. But that should be the same window in which you can register an entry, if you have an account.
