Judging "rules"

Are there any judging guidelines?

Also, I was reading the rules and it says that:  Judging of final submissions will be done by your peers, the other souls brave enough to grind away for 7 days and compete with you (and finish)

Given that I did not finish, I assume that I can't vote, can I?

I was looking forward to test all entries, but if I can't express my vote...well..

I think you can still vote. I'm pretty sure I've done so in the past when I didn't finish.

I think there are guidelines on the voting page saying that you should judge each game on its own merits rather than relative to the other games you've played.

If you hunt through the forums I'm sure you'll find some more discussion of this but this is what each of the categories mean to me:

Fun = Do I want to keep playing this? If the game is short or unfinished, I'd just base it on what is done.

Production = How much does this feel like a professionally made game? Good graphics and sounds make a big difference here but they're not the only things that matter. A well designed text adventure should be able to score full points. 

Innovation = Originality of gameplay elements and/or good use of the theme. If I can't figure out how it fits the theme I'll give less points.
That's pretty good. I would also add how well it's coded under Production. A really smooth platformer without any collision glitches is hard to pull off for PyWeek, so I would give an entry like that a good production score, even if the graphics and sound are subpar.

Also level design, balance, and game progression are very important for me. These can affect all three categories.
