In the rules, it says that artwork made beforehand msut be placed on the web so the other people can use that too. Would I have to do that if I develop every thing in that one week?

I believe the basic idea is that if you use something existing before pyweek then it has to be freely available so everyone is even. So no.

Yup, that's right.

If you make artwork before the competition, it must be available to everyone else in the competition (so that things are fair).
If you make artwork during the competition, then you can do whatever you like with it.
